if i got it right, basically, the server has a limit on how much data each client receives, determined by each client's rate command. if the server notices the rate of data it's sending is faster than that, it'll delay some of that data and cause "choke". apparently the old max possible value wasnt enough for some situations, and internet connections nowadays can handle faster rates so they let you up the value even more.
