Obviously rent control benefits the people living in rent controlled buildings. The argument is usually that it hurts people that are moving in / young people who are moving into a new place. It advantages people that currently rent a place over people that do not yet live there (by driving up prices, reducing construction, etc). Whether you consider rent control "not working" or not depends on how you view these effects vs the advantages for the people that currently live somewhere.
