There should be more scrub tier bowl games IMHO. My lovely 2-10 team should get matched up with another lovely 2-10 team on a random Tuesday afternoon in Shreveport in early December.

Also the pro data clause guarantees the Big 12 about $25m per new team, and it seems pretty likely the new teams won't generate that much revenue for the networks.
