Then conservatives bait and switch by using that "small government" mandate to attack broadly popular programs, essentials like education, or services targeted towards the poor and minorities (which those voters may not directly feel). I don't think most Republican voters even realize the degree to which basic services like the justice system or public education are dying due to state-level austerity.
