This is correct as I understand. The arms war of armor development in Japan was not nearly the same context as heavy broadswords. Before gunpowder in it's setting, the katana is arguably the most efficient mass murder tool invented in it's time (in the hands of a skilled user at least). Then again Samurai used to ride into town and chop up peasant farmers just to keep their skills sharp and their primary enemies were lucky to have homemade nunchucks to fight back with.
