Yea on raising troops from Sunrise - invasions will be nasty, but necessary. Best to have as many men and women under arms as possible before we start
Immediate construction of Peacemaker - the Bulrathi are currently constructing multiple ships of similar size, we need to have something that can hold its own in the batle line
Robominers on core worlds - even if the net output doesn't increase by much to avoid pollution, freeing up manpower for other pursuits is invaluable
Civilian development on Niflheim - the colony's not quite on its feet yet, and completely neglecting civilian development in favor of military preparations isn't feasible

... the first battles of the Second Human-Bulrathi War were unprecedented in the scale of violence exhibited. Frigates had been lost in engagements over the First Human-Bulrathi War, and stationary defenses overwhelmed, but ultimately the bloodshed of that war was limited in scope and its resolution a simple return to status quo ante bellum. By contrast, the First Battle of Outer Ellq System saw three frigates and three cruisers from the Human Republic Space Fleet face off against eight frigates, one cruiser, and a fixed fortification of the Imperial Fleet. By the end of the battle, the pride of the Imperial Fleet was savaged, with every ship they had committed to the battle sunk. Space Fleet fared better, but nonetheless the Davy Crockett and the Striker were lost in action, with the Hugh Glass nearly crippled by Bulrathi fire. Some few Human and Bulrathi survivors were recovered from the hulks of the destroyed vessels, but the immense power of the weaponry used meant that very few of the crew on destroyed ships survived, and then only on compartments not directly breached by hostile weapons.

Space Fleet had little time to rest, however, as the newly-commissioned Imperial Fleet battleship Emperor Grorvorg attacked the surviving ships of Space Fleet shortly after the First Battle of Outer Ellq System. The Hugh Glass fought courageously, evading the battleship as long as it could, but eventually succumbed to long-range missile fire. The escort frigates, for their part, were able to keep range open and fend off the majority of incoming missile fire, and the Emperor Grorvorg lacked the maneuverability to evade long-range shipkiller torpedo fire, eventually being lost with all its crew save eleven survivors. The already heavily-damaged Huscarl was further damaged and the Paladin suffered some loss of function from the Emperor Grorvorg's fire, but nonetheless all three frigates survived the battle. The true death toll of the Second Battle of Outer Ellq System, however, came when the Emperor Grorvorg suceeded in running down the Human troop transports at the edge of the battle and unleashing its full firepower. Fourty million Human soldiers died in minutes as their transports were savaged.

Meanwhile, of course, the Bulrathi-sponsored campaign of assassination and guerilla engagements had brought the Human capital of Earth to chaos, leaving the other worlds of Humanity to fight on as authorities on the ancient Human homeworld struggled to restore order...

That is an actual teaser. I will say that, given Bulrathi intelligence actions before we actually declared war, they earned the war we brought upon their heads.

drat, 40 MILLION dead because some space bears got through the screen. I know it's really just a single transport with 4 Marine units in game terms, but drat. More people just died in the space of a few hours than the better part of WWII. Now I feel kinda bad.

E: Staying clinical about it, though, our losses would be an acceptable trade for just the Emperor Grorvorg, and it sounds like we bagged a large portion of the entire fleet. TYW is very proud that their foresight in torpedo armament was so effective. Also, Bulra delenda est. I'm already thinking about the hawk speech Senator Lyle the 2nd is going to give

Trust me, don't feel too bad. The revolt on Earth? The bears started it before the war, and at that point I am intending to plow through their Empire until their capacity to threaten us is neutered.

E: Also, the decision to fit shiphunter variant torpedoes on the escorts proved to be the deciding factor that won us our battles, because they're effective enough to actually hit things that way. Our escort frigates weren't our primary firepower, but they allowed us to keep putting fire on target even after we lost our space control cruisers.

E: For reference, as of 2560, the scorecard for the war:

Bulrathi Losses:
Two border defense stations in Ellq
Eight frigates
One cruiser
One battleship

Human Losses:
One frigate (the Paladin)
Three cruisers (our entire space control cruiser force)
40 million ground troops
Ten years of communications and computing blackout due to sabotage on Paradise
An ongoing breakdown of civil order on Earth

Human forces in Ellq:
The Arbalest and Huscarl (Arbalest somewhat damaged, Huscarl heavily damaged)
160 million troops
The Peacemaker (inbound, ETA 3 years)
The Industrious (inbound, ETA 4 years)
The Chevalier (inbound, ETA 6 years)

Bulrathi forces in Ellq:
90 million troops on Korga
Orbital missile base and star base around Korga
One frigate

And Scipio's intelligence, just and moderate nature, and dedication to the good of the Republic are probably worth honoring. What do people think?

I'm not sure it rolls off the tongue well, to be honest; Scipio alone is pretty nice, and Alexander or Ashoka would seem to be in a similar vein.

That said, I have to say that naming a "Peacemaker" class after Roman generals brings to mind the old Tacitus quote about how they make a desert and call it peace. Tacitus apparently took the game engine update.

That is as may be, but Scipio in particular was noted for his moderation, to such an extent he got a great deal of willing cooperation from those he defeated. His policy in Hispania succeeded in making the Romans considered liberators, and the terms he placed on Carthage after defeating it both ensured Rome's security by dismantling Carthage's military and putting them in a tributary arrangement, as well as ensuring the continued prosperity of Carthage until Rome acted to utterly annihilate Carthage in the Third Punic War. (Which, from what I'm gathering, was basically because Carthage began a limited program of re-arming after suffering from ongoing raids from Numidia- it doesn't seem that Carthage was any genuine threat to Rome at any point after the Second Punic War which Scipio won.)

This policy of behaving humanely and justly towards the defeated is a big part of why I'm considering Scipio Africanus. My policy in war will always be to avoid civilian casualties, attempting to incorporate territorial gains intact into the Republic where they can become citizens.

If we run into anyone within the next few decades I think the xenophobia will be pretty strong, but as the memories of the war fade and we have time to recover we'll be more willing to play nice. Still, I don't see us ever going back to the happy borderline pacifism we started with, this war is already too expensive to not learn our lesson. Personally, I think giving peace a chance at the start is a good idea, but if it goes south we finish the job fast, and on our terms. No more of this white peace just to have a much worse war next century business. In the end it's all up to Nweiss, of course.

So here's a thought. The ability to say "go to war, stay on war footing" is obvious, as is "play nice, get off war footing." The justification for "play nice, stay on war footing" can also be explained: just because we don't want to go to war doesn't mean we aren't ready to kick all of their asses. How would one justify "go to war, get off war footing"?

Given that Earth has had 100% morale literally all game, I'm favoring an interpretation of this 'revolt' that is more based on ongoing campaigns of assassination and sabotage by Bulrathi agents to plunge the planet into chaos. Sneaking Bulrathi paramilitary teams onto the planet. We then need twenty years to clean up the mess.

Oh, agreed. After what the Bulrathi did, I'm planning to incorporate them all (in a non-genocidal, humane manner). I'm favoring Scipio over Cato since I'm less favoring 'burning Bulra to the ground' and more 'liberating the bears of Bulra from their imperial overlords'. Humane conquest!
