The Theatrical release imply that Deckard is human, while Rachel is a replicant but without the "time limit" gene built in her as she is a special prototype designed for corporate use only, so she might have many more years of life before she breaks down. The original story by PKD imply that Deckard is also , if very confused, human. The most accepted fan theory is that he and Rachel are both reps, but with a longer lifespan than the 5 years usually allowed to the production model. I personally like the story better if he is human beceaus it allow him to exist as a contrast and empathise with the reps he hunt, asking himself is he is any different and if not why should they not be allowed to live. The movie make a better "mind gently caress" if he is a rep but then its just machines hunting machines while the human overlord watches. With 3 cuts of the movie and the original book having different answer i guess you can pick the answer you love most witout guilt over acepting the original author intent. But if he is a Rep, there is nothing preventing "him" of being another copy of the good old "Deck-Ard V3.2.3 Mod B" model for police investigation in the new film.

The slow propagation of interstellar signals thing was a staple of science fiction in the 1970s. John Brunner used it in a couple of his books. ME seems to have put an interesting spin on it.
