I'm from Australia and I can tell you we don't have a single popular vote for control of the country. There are very few nations who do. My country votes by district to select the members of the house of representatives, then by state to select the senate members. The leader of the victorious party becomes the prime minister, but the only people that vote directly for him/her are the people in his/her district. Also a member may fail to win the popular vote in their district but still be elected by being handed voting preferences from minority parties. If neither of the major parties can form a majority government then they must broker coalitions with independents and minor party representatives and form a minority government. This is every bit as weird and voodoo as the poo poo you're complaining about. I'm sure it's the same elsewhere in the developed world.
