In theory that meant they had the Nova Commander’s tacit approval. Zandra always felt something of a visceral thrill when she was thoroughly dismantling the ride of a high-and-mighty Mechwarrior—the Nova Commander wasn’t so bad but most were so disgustingly arrogant she’d have rather endured listening to three hours of brazen aeropilot lies than spend ten minutes with an average `Mech Jock. Looks like the Black Lanner may be making a break for it. If they're allowed to retreat off the side they can MASC off the map after their next movement - if not, the turn after that instead. Even if they go for the coward's way out, they've gotta live through the next shooting phase for the Dragon to make it out in time.

I still don't think that PTN is going to be such a by the book GM that if the mission ended with the Grand Dragon one hex from leaving the mission area that would go from "escaped completely" and "captured and/or murdered". If it were running from PTN controlled enemies as a survival objective, sure. But it's not, it is leaving a combat area from a player controlled force that has thus far shown no desire to try and kill it. I think PTN would take intent of both parties to disengage into consideration from a fluff perspective.
