Steel is a generic term for a whole family of metals that contain iron. I don�t know what the requirements are for a pipeline but it may very well be that a steel with the required tensile strength and welding characteristics is not available in the US.

There's also option 3) it's made up speculation but it actually happened and the idiots that made it up got lucky. I'm wagering it's more option 1 than option 3.
