i think priebus is the sanest and probably the smartest. bannon is smarter or at least more cunning then trump and knows how to get him on his side. priebus is too busy trying to save himself and keep some of the GOP from walking to control trump. id say mattis/mcmasters and maybe kelly are smart too and are probably only staying on because they are afraid someone much worse will hop aboard.

Most of these rules were literally written by the insurance companies, I don't forsee this happening.
