Decreasing environmental regulations will not bring factories back, because it will still be cheaper to operate overseas where environmental regulations remain lax and, importantly, even if you get caught you can bribe your way out of it or just pretend it never happened. Keeping one or two factories in the US is not worth the cost of decreasing environmental regulation. Pollution creates costly problems--all this does is move the burden of dealing with pollution from the firm to the public and the government. Pollution has literal tangible dollar costs associated with its negative affects on the surrounding world, and someone has to pay them. Who do you want it to be, you? When you get cancer from the water you drink, who is going to pay for that? Who is going to pay to clean the local coastline so that fishing can continue? Who is going to replace the topsoil dusted with toxic factory byproducts? Do you know how much good, productive dirt costs?

Yeah, sounds like you worked in a higher-tier industry than I...but, I know post-recession a handful of landscaping companies opened in my town, with generic names like "Greener Yard," or "Green Crew." One even had this gimmicky big lawnmower that apparently used only recycled fuel. They took pictures of it for promotional/advertising purposes and I'm pretty sure it just sits in their shop, they don't really have the infrastructure to do the "green fuel" in-house. So they mow peoples lawns and do hedges using the same fuel mixes and polluting two-stroke engines as everyone else. Turns out this notion of being "green" and saving the world has some cynical implications in the free market!

It's just a way to make you feel good about yourself while continuing engaging in the rampant consumerism that keeps those companies going and not having to really worry about it because "you're doing your part." Now that they are more "established" and learning about all the bullshit costs that come with being a bigger company, the investment in green tech past superficial stuff is simply not happening. Obviously they aren't concentrating their pollution like a big factory or some sort of raw materials processor, but...it goes to how idealistic a lot of green rhetoric is. Conversely my job partly deals with consumer product safety and QA and you'd be absolutely astounded at the amount of poison that manufacturers try to sneak through. We're talking four-figure baubles or jewelry that can contain up to 250k ppm of lead, kids' pencil cases filled with hazardous phthalates, earrings full of heavy metal, fabric samples so dense with formaldehyde that if you handle it without gloves you feel like you just wiped your palms with poison ivy. Not to mention other neat wrinkles like car upholstery fabric that burns faster and fiercer than a $2 Hawaiian shirt because the vendor thought they could skimp on flameproofing treatments. Regulations and protections can be bloated and superfluous like anything else, but they're also vital and can form thriving industries in themselves. I used to rent this house and one day a storm pushed over a tree, whose roots snapped a water main. I didn't have water for a month, except 1 faucet in the basement. The city couldn't get the Park Department (to cut the tree) to schedule with the Water Department (for the pipe). During that time, the water main gushed 24/7 into a sewer . For 20 something days the pipe just emptied water endlessly into that sewer. No amount of water I could conserve would ever amount to the water wasted for that month.

I also don't think they will because nobody ever holds government officials accountable.Only a few people low on the totem pole get chopped when the poo poo hits the fan.. I don't think this has much to do with lack of funding or regulation. I was the QA technician where I worked responsible for testing the product in various processes, wastewater and exhaust. You would think I would have seen an EPA official at some point in my time there.
