I always heard that the CIA's mandate was only to spy outside of the US but I was always was pretty sure that they just did whatever they wanted. They're the CIA after all.

So, right, this is the confusion I'm talking about. The FBI does domestic surveillance. The NSA are the broad government dragnet electronic surveillance people. The CIA isn't known for doing any kind of domestic surveillance (in fact I don't think they're generally allowed to by law), and their cyber stuff is usually hyper-targeted.
