In warzones it's strictly forbidden for Americans. Everyone (and I mean *everyone*) breaks that rule, but it is codified. Just means that, at bigger bases with higher ranking officers, the Americans keep it on the downlow.

I can't speak for anybody else, but the British were the deployment porn champs back in the day. I was a commo technician, so I spent a fair amount of time in allied nations' compounds fixing their networks. In TYOL 2009, when the Americans were furtively passing around USB drives of porn, the RAF guys decorated their offices with the skankiest porn mags imaginable. Woods porn quality, not even glossy pages. Quantity over quality. They had porn mags big enough to be used as doorstops.

They also had their own bar and didn't ration beer the way we did. I can only assume being in the Royal Air Force rules.

I was about to point that out. How "in custody" is interpreted has a lot of bearing on how that plays out. Anyone the cops shoot is probably going to be in custody immediately.
Maybe to pick up evidence or search the vehicle? IDK, I'm just pointing out that the legal issues surrounding providing untrained medical aid to someone you just shot aren't as cut and dry as people seem to think.

A dude bleeding out crying on the ground is not in custody.

Also the only reason that custody is mentioned is that the question proposed for the advisory opinion specified out of custody. "1. Does a law enforcement officer have a legal duty to provide aid to ill, injured, and distressed persons, who are not in police custody, during an emergency?" The answer is yes police officers on or off the clock have a duty to provide aid up to their level of competence.

An officer absolutely has a duty of care to aid someone that is in custody. This was never in question. Once again, though, it is only up to their level of competence.

Training is really expensive. Not only do you have to pay for the training, pay the cop at training, you also need to pay someone to cover the shift of the cop who is at training.

Plus, you know, most cities have dedicated EMS services so it would be kinda redundant.

I'd settle for a limited "how to treat a gunshot / heavy bleeder" course which we are starting to get on a random and arbitrary basis.

Like I said, neither a lawyer nor a cop. I'd be interested to see if there are any cases where someone has sued the cops, either a department or in their individual capacity, for inadequate medical care of a person they shot.

No you're right. I mean it's not like every person in the US military undergoes basic yearly training on how to provide first aid to someone who's been shot.

I like the part where police here are held to a lower standard than I was during the invasion days of Iraq doing traffic control points and raiding buildings looking for that fucker that kept shooting at us on the road. I mean we didn't have to stop and render aid to the places we fired 155 HE on but we did try to keep looting, rioting and other chaos to a minimum. If we brought someone in they had to be treated.

Then again I live in Albuquerque where you can shoot a hobo with a knife while is back is turned. On the other hand someone did vandalize that Shia Lebouf thing the moment it went up.

should probably be covered in the academy, then have yearly refresher courses when not on duty. tourniquets or even simple pressure dressing to help mitigate some dude from bleeding out while you wait for the paramedics. maybe some more legal protection from being sued for rendering aid as well?

Most places don't pay for firearms refresher training

Just FYI

Also don't you guys go in cycles, train for deployment, deploy, return from deployment?

Cops only get the middle part. Bluntly, most places don't want to pay for training.

In conclusion, please always deal with cops with open empty hands. YMMV if not white.

This.

Also, I can understand some of the delay in medical treatment, at least until another officer showed up. Step one is securing the scene, not providing first aid. However, once they determined nobody was hiding in the vehicle and that the dude was not a threat, there's no loving excuse for the next 3-4 minutes of him lying there bleeding as they stand around with their thumbs up their asses.

That said, he was goddamned FAST on the trigger. He must've already had his gun out...I don't get that, either.

I'm almost certain that laws of most states will mirror Florida's because most of it is based on the common law peace officer duties of a sheriff. They are likely required to render aid up to their level of competence in most jurisdictions nationwide and covered from suit because it is in the line of duty.

Getting sued isn't why the cop doesn't help the guy he just ventilated.

you shouldnt shoot a guy holding a wallet which is the precursor to stopping them from bleeding so if we train them to stop shooting people holding wallets we can save money and not have to train them to treat the people they shot for holding a wallet..

How about we raise taxes in the short term to hire better candidates, and pass the savings on when the city/county/state isn't sued by the bereaved family of a man who was shot due to sheer incompetence?
