The cleanest way of doing it is just making him a premier skin for Deadshot, which I think is perfectly reasonable. A new character would be overmuch.

Mr. Freeze icon is around 2:15 in the video, right as his gear window for shaders pops up. Watchtower featuring Gorilla Grodd, Firestorm, and Scarecrow is at 4pm EST today.
