I would argue that all that tells you is other countries are catching up in skill, not that Canada is getting worse. Because Europe and the US have definitely been cranking out some really good players in recent times.

That's exactly what it is - our program hadn't really changed in 20 years and became complacent. There's a whole bunch of changes coming over the next several years to try to catch back up to what Europe in particular has been doing. Their program is noticeably better for young kids which keeps more people playing the sport and helps increase the pool of athletes. The association my kids are in has seen numbers decline about 5% a year for the past 4 or 5 years because younger families get fed up with cost or excessive commitment or whatever else
