I think people have actually tried it before in the US but due to the humongous red flags that large shorts from small-time investors generate they usually get caught in the planning stage.

Belgian police gave French police info on the unrelated guy earlier this year or something, because they found weapons at his home and found booking info on his PC for a Thalys train to Paris. He's known for drug crimes, not radicalised. Apparently ISIS claimed the terrorist attack was done by a Belgian fighter, which they're now investigating. Wouldn't be surprised if a Belgian terrorist is/was planning something that fell through or got postponed due to this other guy.
