They had a couple people who trained for it and put on a good show, then they invited people from the audience to come down and try, which is probably OSHA as hell, but this was before cell phone cameras so...meh.

Purely a guess obviously, but maybe he was rocking in the chair, and brought the leg of the chair down over the bone transferring his weight onto it as he leant forward to stand. What falling on the rope? No, climbing ropes are specifically designed for exactly this; the stretch and rebound rates are designed in to not exceed survivability thresholds. You do need to inspect the rope condition, and in many ropes, tally the falls and eventually decommission them on that basis. Once at a film festival I saw a half-hour documentary about a group of mountain climbers that was planning to celebrate the 60th anniversary of the first ascent of the north face of the Eiger (1938, so this was in 1998) by replicating the original expedition. So they aimed to use the same route and start at the same time of year, and planned to use period-accurate equipment. Heavy steel climbing equipment, waxed cotton parkas, canvas tents...and hemp rope. The last part gave some of the members of the expedition pause, because they knew that hemp rope isn't as strong as modern nylon climbing rope. So they went to a rope-testing facility to see what they were up against. The main test the facility suggested was a simulated fall and arrest -- so you get a 100-kg weight (representing a person and their gear), tie it to the rope, anchor the other end to the top of the test shaft, and drop the weight fifty feet, which assumes that the person slipped while installing an anchor and fell all the way to the previous one before being caught. First they tried it with the modern nylon rope. The weight goes over the edge, falls....and a second and a half later there's a THUMMMM as the rope catches it, elongates a bit, and springs back. Success. Then they tried the old-style hemp rope. Weight goes over the edge, falls...and a second and a half later there's a KA-BANNGG BOOOOOOOOOOMMM as the rope snaps cleanly in half, not even slowing the weight's descent, and the weight smashes into the floor of the test shaft at full speed. Cut to a shot of the climbers watching from the control room. Their faces all carry indescribable expressions. I wish I could find that documentary again.

Also if you literally burst into flames because of the current/voltage levels there probably isn't much they could do to help. Unless he was running around in flames or something, but even then if you are inside a presumably fenced-in substation you can hardly complain nobody jumps in to help.
