where-as using opoid use/abuse/addiction as a pre-qualifier for incarceration and forced participation as free-labor for the private prison system has the potential to generate a gently caress-ton of money

plus it disproportionately targets minority communities, but that's actually the cherry on top of the fuckoff amount of money they can make

The opoid abuse issue is much more wealthy and white than prior drug issues (meth is white, but poor). This may end up being a bad play that hurts the republicans as many of the people involved will be trump supporter's children, grandchild, etc.
