Not necessarily even entering into coalition, but simply signing agreements with other parties to support them in confidence motions. presumably agencies and visa sponsors will be getting a bulk discount and/or absorbing the cost? since they won't be contacting UKVI from outside the UK. looks like a rather blunt way to push people into letting having them handle all communication for you.
