Trump doesn't want to put in the work to understand what each position does and doesn't delegate hiring decisions for fear for not getting someone sufficiently loyal, so here we are. Its funny, he first came up with the excuse that he wasn't nominating people to those positions because the positions weren't needed. I guess he thought that made him look smart and business savvy, but of course he can't keep his story straight for more than ten seconds at a time so now we have another completely contradictory excuse for the positions not being filled.
