There must be a second step, but none of the scholars have identified what it is.

They have no intention of bringing back coal mining as a viable employer for coal country. Rather they value the imagery as a means to an end of less regulation. The ironic thing is that large chunks of coal country were built on the back of massive infrastructure development under Roosevelt in response to the industrial revolution making a a shitton of old jobs obsolete. So now they vote against even the slightest possibility of the type of program that made the American dreams of their grandfathers because there's a chance that dreaded others might also benefit. I think ultimately the diversity of the mature American economy has prevented a sufficiently massive and sustained depression where enough of the country is willing to chance a new, new deal. Nah, i'm talking about a major city getting completely decimated, Katrina scale. That was bad, but not the kind of national scale bad that put George W. Bush in the ditch. Admittedly, much like Bush got a boost from 911 that I don't think a comparable event would give Trump, there's not quite as much mushy middle for Trump to lose in a Katrina event as Bush had. But it would nonetheless hurt him, and he doesn't have as much approval to lose as bush did then, either.

quote:The slower phase-out is designed to insulate incumbent Republican elected officials from the public backlash that is sure to ensue. By the time the cuts take effect, the vote to enact them will have been long past. Indeed, Republicans may not even control government at that point. quote:Republicans have a very different belief. They have no confidence the public will like what the law does when they see it. Instead they believe the opposite, which they have confessed with shocking bluntness. “I don’t think this gets better over time,” said Republican Missouri senator Roy Blunt, a member of leadership. “This is not like fine wine, it doesn’t get better with age,” admits Lindsey Graham. Guess the Senate GOP knows its bad but feel forced to put it out, and is just trying to slow down the eventual backfiring.

Their voters right now believe they will do the right thing.
