In modern contexts I think "terrorism" has taken on a new meaning than just "acts that are intended to cause terror". Nowadays terrorism is violent acts by a group that is not in power in an attempt to obtain more power. There will have to be a lot more majority-on-minority attacks before the definition of "terrorism" changes in the public's eye.

Well that's absolute bollocks.

The BBC literally didn't cover it on their news channels for hours after other channels had, their website coverage was poo poo and they were one of the last to use the word "terrorism."

In fact none of the channels or coverage used the word terrorist (to the point where the people there on the site who were watching the streams of the coverage were getting upset about this) until May used the words "the police are treating this as a potential terror attack" at about 4am, and then continued to only use the words incident/potential terror attack until the met confirmed it.
