Likewise, if it's typically a +15R area, you expect the dem to have problems. It's useful information, but not really a model of itself. No, the "blank bill" trick is to avoid the required time for debate and amendments after a bill is introduced. The CBO score has not been released yet because a full bill hasn't been submitted to the CBO yet. They have only submitted parts "how many people will lose coverage/how much money will be saved by changing x" and not an official bill. A CBO score has to be released before they can vote.
