The point is that for Congressional races, where legalization won't be effected by the outcome of the race, it doesn't help you get out the vote to adopt the position but it can help you get on some right-wing PAC hit list to prove a point. By all means, candidates should support legalization if they already do, but the idea that Congressional candidates should change their opinion on legalization to GOTV doesn't make sense.
