All of the other Republicans are whining about the process, but when pressed, they'll say poo poo like "I want to get to yes" or "I have serious concerns with the bill as it stands now". Everyone's mostly holding tight for the CBO score tomorrow, then they'll complain about the numbers for another day, then magically there will be low-grade "fixes" to the bill through the week proposed by those waffling senators.

He doesn't have to because he just told the House to do it and they are already in the process of doing so. Notice how its been delayed? They are trying to rewrite it or at least remove the language that prevents Trump from being able to repeal them with out congressional approval.
