I think when people say the Russians "rigged the election" they are most likely conflating a true election rig and just the heavy foreign influence, email hack, disinfo campaign, coordination with trumps team, likely money laundering related w/coordination, attempted and complete server break in, probing and likely alteration in poll rolls, etc.
