You're wrong, that's pretty much the startup guru's answer to any poverty.

FFS just do a google search with the words "miner" and "coding," that's all we can think of doing. Large scale projects to create local hubs of renewable energy aren't what's talked about when they talk about Job Retraining. It's teaching laid off factory workers how to do entry level coding.

There are actually good pilot programs that ought to be expanded at some community colleges where they partner with local employers and train people for specific jobs they can take when they finish the program. Obviously that's not a solution in and of itself but it does help people.

Yep. And the people who used to work in factories and mines actually have skills relevant to those tasks. The workforce development system has essentially zero teeth to make businesses do anything at all and it mostly consists of begging/'enticing' businesses to cooperate.

The community colleges often involved make a noble effort and have had some success but there is always the danger employers will walk away from a program or change their mind.

As in everything, the problems flow directly from capitalism and any training solution will at the core involve eliminating or (what a joke) regulating capitalism. In any realistic form in the United States skills retraining is of dubious value, in a different system it would be different.
