It might be hard but we put a man on the moon, we can put cameras on cops. Also if youtube can handle the amount of footage being simultaneously uploaded and viewed every second that it does, somebody could build a system that would handle the cops' traffic. But you know, government budgets and all that.

To be fair, my local township didn't put a man on the moon, and federally regulated police video monitoring rules for local municipal police seems like a step in a bad direction. I don't disagree that the officers shouldn't have control over what is and is not being recorded while they're on duty. Or that cities don't have the means to give their police the methods to more thoroughly monitor their on-duty officers. But those cities also have the means to give their forces more officers to maybe alleviate workloads on patrol officers, or get them better crisis management training, and that hasn't happened either in most places.
