Actually, by the Constitution just saying he pardoned Aparo means he's pardoned. There aren't forms to fill out or a process to follow. Trump just says, "I pardoned that guy," and that's it. So while he's not pardoned yet since Trump said that he was going to, Trump just had to misspeak and it was a done deal. Thank god we have someone so eloquent and cautious with their words as president, right?
