Looked it up and you're right the only other law South Carolina has that could be applied is about pointing guns at other people, which is a felony that carries five years. I also learned that making Teflon coated ammo is illegal which led me to look at what Teflon coated ammo is for an hour.

Regional service was later shut down or delayed due to the storm. Once notified of the issue, ICE worked with San Antonio who had a relief agency make arrangements for the people to have places to stay the night while they waited. IIRC most major Airports like Houston have a mobile ground radar and mobile/emergency ATC. That or Houston Space Center probably has their own ATC. Just a side note, there's actually a pretty good reason why Houston didn't have a mandatory evacuation: deaths in traffic during the Hurricane Rita evac. https://twitter.com/stephgosk/status/901894638335864832 There are counterarguments about how they might not have taken the storm seriously and/or should've evacuated the flood-prone areas, but welp.

Before my time, but AWACS was close-controlling helicopters in the immediate Katrina aftermath using printed city maps and correlating to radar data. Their success meant we got NORAD-diverted from normal training to watch hurricanes make landfall for the next couple of years, even when they were weak and not expected to do much. I watched Gustav, which was interesting only because the ASO tweaked the long-range radar to show moisture...we actually saw the arms and rotation of the storm, which I didn't think was possible.
