They're held in place at both ends by little metal wedges, that one was already tensioned and they were cutting off the 'tail' sticking out the side of the slab. Except the cutter had dull blades, so rather than cutting the cable it basically tore it, loving the wedge up and releasing the cable. In conclusion, blammo
