Most legislation of that type has to toe a difficult line between making sure actual pedophiles don't get away with it, and letting innocent people not even be accused - because once someone is in the dock for child pornography they have already probably lost their job and all their friends, even if they are found innocent. Yeah the typical modern American has much more access to foods that can mess with your teeth than the average hunter-gatherer, just by virtue of globalization, agriculture, etc. Sugar is a huge aspect. 'Cavepeople' tended to have surprisingly good teeth, but the downside was when they DID get cavities or had other tooth problems it was likely fairly debilitating. EDIT: Like now you can just get a filling and try not to get another cavity, but back then I imagine you had to just pull the tooth and hopefully you've got something to dull pain for the surgery.
