I learned two spaces as a kid but changed over time to one space. Although my high school in the late 90s still taught us electric typewriters alongside typing on modern PCs.

Depends on the keyboard. English keyboards have comma and period as separate buttons beside one another. In which case, they could just be pressing the wrong button and somehow not notice, and also somehow do it repeatedly? I dunno. I think they're just idiots and think ellipses are done with commas instead of periods (and also don't know that ellipses are specifically three periods, because a lot of people seem to do four or more).
