Depending on the nation in question all the Dukes and Counts plus some Bishops get to vote on who becomes the next head of state. In the HRE the electors gradually shrunk down to a small number of important Dukes/Princes and Bishops who got to vote and everyone ended up voting in the same family for about 400 years. In the Polish-Lithuanian Commonwealth all the landed nobles got to vote and it caused some shennanigans. I don't know how it works in the Star Wars though. e: Just look up the history of the Holy Roman Empire for the most prominent example. All the shields on this bird represent member states of the Holy Roman Empire but only the rulers of the larger shields at the top got to vote in the new emperor. Starting around the middle of the 1400's they always ended up electing a member of the ruling family of Austria, the Hapsburgs as the emperor.
