 https://imgur.com/gallery/2TraE I talked to my dad (who used to work for Dow/Union Carbide) about that fire. Most of the poo poo in that warehouse was there because it was too dangerous to burn. A lot of it was used to make Teflon. Like when you would burn it it would make acid. Parkersburg people had like 8 days of that poo poo in their lungs.

If you want to give these miners shiny new non-polluting jobs then you have to actually give them shiny new non-polluting jobs, not just put them in training while they starve waiting for someone else to eventually decide that there are enough economic incentives to open a tech company in Buttfuck County WV someday, maybe. FDR understood this poo poo. If he wanted to employ people to build dams, he didn't sign everyone up for a dam building training class and then just hope some company would come along before they all starved and say "hey look at all these people who know how to build dams, might as well." If he wanted to employ people to electrify rural areas, he didn't just teach them how to be electricians and hope someone came along and said "oh I guess I'll invest in rural electrification" etc etc

Everyone living in a dying coal or manufacturing town either moved there for the opportunity at some point, or had an ancestor who did... the industries have been there for 200 years or less, and before that there wasn't anything there. The towns are literally built on the concept of people moving to where the opportunity lies.
