This was inevitable from the moment the Rockets were sold. Seattle is too far away from being expansion ready, so Houston is the obvious choice to balance the conferences. If Seattle ever gets its act together they'll get a relocated team rather than an expansion franchise. It'll be interesting to see what Fertitta does actually. He just (technically) spent two thirds of his net worth on the Rockets, I doubt he'll be that keen to drop another $500M just to get an NHL expansion franchise. That probably means they'll end up with one of those complicated conglomerate ownership groups that sank Atlanta.
