What happens if some businesses and employees within them don't want to be 'democratically run'? If evil Globomegacop pays 10% more than nice communal huggy co-op, then simple economics should indicate that the former is going to be better off. That's going to be far more attractive to many people than some nebulous idea of employee control.

If your answer is 'we'll make a law!', then you'll need a state powerful enough to enforce the effective removal of property rights and we all know how that one ends. Your new, now heavily-regulated economy also still has to compete with other countries that don't do this.

The appeal of such an institution is that workers become their own boss. Workers should only voluntarily enter into this arrangement.

A great example is Jeremy Corbyn's proposal for the Right of First Refusal. If a corporation wants to sell or move their workplace out of the country, the workers themselves should be able to buy the workplace from the capitalist. The government or a private bank can lend them the money.

In the US, capitalists are so hostile to the idea that they won't even sell a workplace to the workers even if they themselves have the capital. Massachusetts recently had an example of offshoring where the union wanted to buy the workplace since they were leaving and the capitalist refused on ideological grounds.

a much better solution is to end the forces that cause the public government to be undemocratic in the first place. extreme inequality allows the wealthy to buy the government. the extreme inequality is caused by enabling a tiny minority to make the important economic decisions for everyone else at the workplace, including how to allocate the revenue of the enterprise. workplaces do not have to be this way. workplaces can be made democratic and owned by the workers. make the workplace democratic, and the workers will not vote to give obscene wealth to a handful of employees and owners while they can't send their kids to college.
