While this has always been true, in this arc it's because Barry is grossly being used as yet another Reddick self-insert. You can read on his inspiration for this arc, which just boils down to he was in the navy for 4 years and he met some homeless vet once.

It's gross because you know Barry will be used as a "lol sports" punchline sooner rather than later.
