Nah, I'm thinking this is a fake-out. He had a big re-motivating moment in the license exam so he's just stalking Midoriya to learn how to be a better hero, since Deku is pretty clearly the best hero candidate in class atm. He's going to learn a lesson about having faith in his own abilities and grow as a person, you'll see. Or he'll end up stalking in the same tree as Toga and get stab-murdered.

The last chapter is going to be old(er) Deku narrating all this to a bunch of kids, who are going to ask why he exaggerated and foreshadowed things going much worse than they did. Then he's going to get flustered and say that he thought it was really bad when it was happening or something, while the camera pans out to older Ochako talking with someone else about how things went over the years.

Are people not remembering that by Iida confronting Stain it led to the capture of Stain and his anti-hero philosophy being broadcast on tv. There would not have been a new batch of villains wanting to join the villain alliance if they didn't see that broadcast, and it is because of the new recruits that the villain alliance were even able to launch an assault on the training camp which led to the capture of Bakugou and the final confrontation of All Might and All-for-One.

At the end he does fire a beam to save the captured students(besides bakugou), but he was still hiding and the villains didn't know where the beam came from. Ever since there's been a theory that he was the traitor, and was having second thoughts but not enough to brazenly turn against his villain allies.

Aoyama saved Tokoyami and almost saved Bakugou during the training camp, and recently in the license exam he intended on sacrificing himself in order to allow Iida to pass and while doing this we got a small look into his thoughts which make it pretty clear he wasn't doing this just to keep up appearances or anything. Of course, everything about how Horikoshi has handled the whole traitor sub-plot makes me think he never really put too much thought into it so maybe his ideas have changed since then. I don't buy this reveal though, the chapter's obviously setting it up as a big reveal but they don't actually show anything incriminating or even use incriminating terminology in the ominous narration.

Yeah, this is the big reason I'm somewhat doubtful this is meant to reveal him as the traitor, myself. Those moments don't fit that at all and it's tricky to reconcile them.
