Because as soon as you find out someone in your program is a horrible person committing heinous crimes, it's too late to keep your program from being tarred and feathered over it. How you respond demonstrates where your priorities lie. You can either come clean immediately, turn in the bad actor, and take the heat (the right and moral solution). You can cover it up but get said bad actor out of the program as quietly as possible (the evil but not worst solution) Or you can be like the former MSU president and just cover it up and do nothing about it which just perpetuates (and arguably abets) the crimes. Literally the worst possible option.
