After all, by letting presidents do their dirty work for them, lawmakers are able to keep their voting records clean.
And by keeping their voting records clean, career lawmakers are able to fool low-information patriots, patriots who have probably never been taught about the fed’s limited powers as the Founding States had intended for those powers to be understood, into reelecting them.
So it would be a good idea to add 22A to the list of amendments that need to be repealed, 16 & 17A already on the list.
In the meanwhile, patriots need to finish the job that they started when they elected Trump president in 2016.
More specifically, patriots now need to be making sure that there are plenty of Trump-supporting, state sovereignty-respecting patriot candidates on the 2018 primary ballots, and pink-slip career lawmakers by sending patriot candidate lawmakers to DC on election day.
And until the states wake up and repeal 17A, as evidenced by concerns about the integrity of Alabama's special Senate election, patriot candidates need to win elections by a large enough margin to compensate for possible deep state ballot box fraud and associated MSM scare tactics.

Hoyer introduced such proposals in 1995, 1997, and 1999 (all during the presidency of Bill Clinton), and again in 2001, 2003, and 2005 (all during the presidency of George W. Bush).
TL:DR: there are one or two Democrats that intro a bill saying this every couple of years just to highlight what a bad idea it is.

The shooter was already a known threat. The school system had a deal with the police department to not arrest or take any action on student felons, drug dealers, etc. because more black and hispanic students were being arrested than whites.
It also kept the students in school and the schools get federal dollars based on butts in the seats.
The mental health issue is another factor since the State Mental hospitals were all shut down several decades ago. The simple fact is that no law is going to stop a criminal or crazy person from getting a gun.
