Serious answer: Fresno. Fresno is about equidistant from SF and LA. It's a relatively short drive to Sacramento. But it's also a short drive from Yosemite and Kings Canyon, two of the most beautiful places in the world. It also has pretty much everything a big city would have other than major sports teams. And it's cheap.

Klan-tee (Santee, in SD) Build all the 20 lane highways you want. They'll have to taper down to 3-5 lane highways/interchanges at some point, and you'll surprisingly get a bunch of backup from the morons trying to cut across the whole thing to get to their offramp.

They have no jobs, they're hellishly hot and unpleasant all summer, and they're generally in the conservative zones that outsiders don't realize dominate the California inland areas. The fact that you can drive 2 hours in any direction from Fresno and find yourself in someplace more desirable, is more of a condemnation of Fresno than a recommendation for it.

On top of this, the air quality is absolutely horrific. You get a combination of smog and particles thrown up by agriculture that make it really awful. It's cheaper though.
