Also its still a dog and no matter how "dopey and cute" it is, it still has the potential to bite and/or maul the poo poo out of you. It's wise to be a bit suspicious of an animal you don't know, especially when the owner is currently demonstrating their lack of control over the thing. Having said all that I'd personally find it very hard not to start petting the cute little pupper but you'd probably get in trouble for "interfering" with the run.
