Trump and his lawyers may try to combat the investigation by taking the most charitable interpretation (Trump can legally block any investigation into himself and is safe as long as Republicans are unwilling to impeach him), and from there it's a matter of whether or not the GOP still in power is willing to commit the ultimate boat rocking if he does so.

They aren't, but at the same time it looks like they were hit with massive drops in polls due to how they've handled this so far. Going down the route of straight up blocking the case when Mueller is finished drawing it would mean the next set of elections would make the US a one-party state and that party would be Democratic. The fact that they were dumb enough to drop the House investigation, even for the sake of pretense, means they are either banking on maintaining power via undemocratic means to a degree we haven't seen, or they just miscalculated the results of their screwups and are too incompetent to fix their poo poo.
