I think it's because their payment processors wouldn't work with them otherwise. An incest story line isn't illegal, otherwise GoT's wouldn't be a thing. I've never seen it, but in the 1970's there were a series of movies called Taboo that I think were supposed to be family members getting it on (in a fictional sense). So it's not like it hasn't been done. But the legality is hazy and I guess it's easier to just say it's your dad's new wife instead of your actual mom.
