I think back in the 80s, the 22 minute toy commercial was standard. Around the 90s, the two shorts format became more popular, I think Nicktoons used it most of all.

I've noticed a lot of the stuff my kids watch is heavily recycled, PJ Masks in particular seems like 50% of every episode is the same canned animations.

Hollywood accounting means that the "huge costs" of production allows you to not pay people because royalties only kick in after "costs" have been covered, which is why I'm suspicious of those figures. For example, the author of the novel Forest Gump had to sue to get royalties because according to the studio the film lost money.

I recall hearing sour grapes from the music industry in the 1990's about one hit wonders because apparently the expense of printing 10 cent pieces of plastic that are sold for $15 doesn't recoup the costs of paying a new artist virtually nothing.
