Collective responsibility exists for understandable reasons and a cabinet member needs to consider when that overrides what they presumably assume is the good work they are doing in whatever department they are working in. That said, Robin Cook quit over Iraq. When the government is doing something so fundamentally bad as pure racism as in the Windrush case and you don't think that's a matter worth resigning over then I seriously doubt your basic decency.

They really have hosed this whole process up at every step.
