Since the case ruptures there is actually a hell of a lot of unburned powder just flying around. One of the videos posted earlier shows a .50BMP round going off without it being enclosed.

I would imagine that checking a shell's dimensions would occur before you pour in Lyddite/PETN/etc, otherwise disposing of the shell becomes far more difficult/time consuming.
