Considering the games mentioned there that's probably not the source of it, given that those aren't the games being targeted (also wow at the "video games are for kids!" justification). Maybe Valve just decided that being seen as an outlet for porn-y anime games just didn't really jive with the reputation they want for their platform.

I would take the NCSE's claims of responsibility with a grain of salt. While it's possible that their astroturfed complaint campaign has gotten valve to actually enforce their guidelines somehow, I spent some time poking at the organization and like a lot of "modern morality" pressure groups, they have a history of claiming responsibility for things they don't do.

Most sex scenes in games are bad because they're obviously fan service and not really necessary to develop the plot or character relations. Even if they were though they're always directed like cheap erotic movies with horrific acting, they show too much and go on for too long so any merit a scene like that could have is thrown out the window because of embarassing execution. The only good sex scene I can think of is in Witcher 3's Heart of Stone and only happens when you act against the game's instructions in a specific way and the result ruins the fan-servicy aspect of it in a pretty hilarious way and adds to the overall experience thanks to it. You need to give Geralt's love interest wine instead of the correct gift that she's expecting from him and she'll start vomiting all over him during sex which is a great end to the entire questline.
